How Is Responsible For Thousands Of Local Villagers Life
Dear Dharmesh,
Welcome to the Complaint Hub. The situation you are describing in Suvali village is a severe environmental and public health crisis. The Hazira industrial belt has a known history of heavy pollution, but no community should have to suffer through toxic air, damaged agriculture, and sick cattle just to survive.
To answer your most important question: Who is responsible for the lives of thousands of local villagers? Legally, the Gujarat Pollution Control Board (GPCB) is the primary government authority responsible for protecting your community. They are mandated by law to monitor industrial emissions, enforce the Environment (Protection) Act, and shut down or heavily penalize plants that violate air and water safety standards. If the state board fails to act, the Central Pollution Control Board (CPCB) and the National Green Tribunal (NGT) are responsible for stepping in to deliver justice and hold the industries accountable.
Here is the exact step-by-step escalation process you and your village must take to force the government to send a special investigative team:
1. File a Mass Grievance with the GPCB (Surat Regional Office)
A single verbal complaint can easily be ignored, but documented, mass complaints cannot. You need to officially notify the GPCB to create a legal paper trail. They have the immediate authority to send an inspection team to test the black oily layer on your crops and monitor the early morning air quality.
- Action: Submit a formal written complaint - ideally signed by the Sarpanch and multiple affected farmers - along with photos of the damaged crops and medical reports of the sick cattle to the GPCB Regional Office in Surat.
- Source: Gujarat Pollution Control Board Official Portal
2. Escalate to the Central Government via CPGRAMS
If the local GPCB office in Gujarat does not take immediate action, escalate the issue directly to the central government. The CPGRAMS portal forces the Ministry of Environment, Forest and Climate Change in New Delhi to formally track your issue and demand an explanation from the local state authorities.
- Action: Register the pollution complaint under the Ministry of Environment on the national grievance portal.
- Source: CPGRAMS National Grievance Portal
3. Petition the National Green Tribunal (NGT)
This is your strongest legal weapon. The NGT is a special national court dedicated entirely to environmental protection. If local industries are destroying your dairy farming and poisoning the air, the Suvali Gram Panchayat or a group of residents can file an official petition.
- Action: Approach the NGT Western Zone Bench (which covers Gujarat). The NGT routinely orders independent “Special Expert Committees” to investigate industrial pollution, halts illegal factory operations, and forces companies to pay heavy financial compensation directly to affected villagers. (Note: Nearby villages in the Hazira area have successfully petitioned the NGT in the past regarding heavy industrial hazards, so there is a legal precedent for your area).

Gather as much physical evidence as you can immediately - take clear photos of the black soot on the leaves, collect veterinary records for your cattle, and gather health records from local doctors regarding the breathing issues.
Would you like me to help you draft a formal, legally grounded complaint letter addressed to the GPCB Surat Regional Officer that you and the other farmers in Suvali village can sign and submit?
