Initially, you should talk to the HR department your college to know the reason of delayed salary and submit your problem regarding irregular salary and discrimination in work environment in a written complaint letter. If no action has been taken, escalate your complaint to chairmen or principal of your college and seek reply in written.
If still not resolved, you can file a complaint with these government authorities:

You can complain to the higher education department or directorate of the respective state government. They are responsible for the overall administration of colleges and can address salary-related grievances.

If your college is affiliated with a university, you can approach the university’s administration or registrar’s office. They can mediate between the college and the teacher to resolve salary disputes.

In your case the salary issue involves non-payment or violation of minimum wage laws, the you can approach the Labour Commissioner’s office of the respective state. They are responsible for enforcing labour laws and can take action against the college management. hey enforce labor laws, including those related to salaries, working conditions, and discrimination.
For this, you can use the online public grievance portal of your state to lodge your grievance with respective commissioner of labour department, state higher education department or directorate, and state commission for SC/ST.
If the discrimination you experience is based on your caste or tribe, you can file a complaint with the National Commission for Scheduled Castes/Scheduled Tribes (NCSC/NCST).
Tip: Payment of Wages Act, 1936, ensures timely payment of wages and prohibits arbitrary deductions from salaries.
