Important Safety Warning: Beware of the “India Post SMS Phishing Scam” (Smishing). Scammers are sending millions of fake SMS messages reading: “Your India Post package has arrived at the warehouse but cannot be delivered due to incomplete address information. Please update your address within 24 hours.” with a malicious link. This is a scam. India Post will never send you an SMS asking you to click a link to pay a redelivery fee or update your address.

Level 1: Customer Support (Initial Complaint)

How to complain: Do not search for random phone numbers online. Open the official India Post portal at indiapost.gov.in and navigate to the ‘Register Complaint’ section under the Help Desk. You can also call their official toll-free national customer care helpline at 1800-266-6868. You must ensure you receive a unique alphanumeric complaint reference number.

Availability: The IVRS and online portal operate 24/7. Live customer care agents are available Monday to Saturday (excluding public holidays) from 9:00 AM to 6:00 PM IST.

Timeline: India Post’s Citizen’s Charter mandates a resolution timeline of 15 days for domestic ordinary/registered mail delays, and up to 30 days for international parcels.

Level 2: Internal Escalation (Divisional Superintendent)

Who to contact: If the CRM portal (Level 1) fails to resolve your issue within the mandated timeline, or if your package is marked “Delivered” but is missing, you must escalate to the head of the local postal division. Write an email or send a formal letter to the Superintendent of Post Offices (SPOs) or the Senior Superintendent of Post Offices (SSPOs) of the division where the parcel was booked or destined. Contact details for your local SPOs are available on the India Post website under the ‘Contact Us’ > ‘Circle Network’ section.

Timeline: The Divisional Head is expected to review the escalation and provide a reasoned response within 10 to 15 working days.

Level 3: Regulatory Authority (Chief Postmaster General & CPGRAMS)

Authority: Department of Posts, Ministry of Communications (Public Grievance Cell).

Portal/Contact: If the Divisional Head rejects your claim or fails to respond, you must escalate to the highest postal authority. You can write directly to the Chief Postmaster General (CPMG) of your State Circle. For the most effective tracking and oversight, you should simultaneously register this grievance on the central government’s CPGRAMS portal at pgportal.gov.in, explicitly directing it to the Department of Posts. Grievances filed via CPGRAMS are monitored by the Directorate at Dak Bhavan, New Delhi.

Level 4: Legal Action (Final Step & Important Legal Caveat)

The Statutory Shield: You must be aware of Section 9 of the Post Office Act, 2023 before proceeding to litigation. The Act grants the Central Government immunity from liability regarding lost, delayed, or damaged postal articles, unless you can prove the postal officer acted fraudulently or willfully caused the loss, or unless the article was specifically sent via Insured Post/Value Payable Post where specific liabilities apply.

Court/Arbitration: If you sent an Insured Parcel that was lost, or you have evidence of willful fraud by a postal employee, and CPGRAMS fails to provide relief, you can send a formal legal notice under Section 80 of the Code of Civil Procedure (CPC) to the Secretary, Department of Posts. Subsequently, you can file a formal complaint via the unified e-Jagriti portal (e-jagriti.gov.in) for the District Consumer Disputes Redressal Commission.
