I had submitted my mail on director.vigilance.jk.gov.in regarding the treat Posen fraud mutations of kashmiri migrant land by some notorious land grabers and obstructed the access to the other proper land holders voilentlynow please share the thoughts for successful introspection for these Fraud mutated holders
Dear @Fayaz
Further, you can again try and follow these steps to address fraudulent mutations and obstruction:
- Request Director Vigilance to initiate a special inquiry, ask for spot inspection and authentic verification of jamabandi, girdawari, and mutation registers with impartial witnesses present.
- Submit certified copies of disputed mutations, photographs of the site, and any prior revenue findings as proof.
- Further, you can ask for disciplinary action against officials and land grabbers found guilty of fraud and collusion.
- Demand correction/cancellation of fraudulently mutated entries in the revenue records and restoration of rightful land access.
- If introspection stalls or threats persist, you should file a new grievance on JK Samadhan portal and seek Deputy Commissioner’s intervention for prompt redressal.
- For further relief, you may approach High Court with a writ petition seeking urgent measures including police protection and compliance with legal land records.

while getting the receipt of complaint submitted on jk ACB WhatsApp number bearing Receipt No.E7644711 but where I can check the status of it after communicated the jk helpline number they giving me the file number 7796469 not replying where I can check it
Dear @Fayaz
For your JK ACB complaint (Receipt No. E7644711, File No. 7796469), wait for the standard resolution timeline of 30-60 days as per ACB guidelines. If no action is taken by then, lodge a public grievance on the JK Samadhan portal at https://samadhan.jk.gov.in using these reference numbers, selecting Anti-Corruption Bureau as the department.
Provide full details, upload proof if available, and track via the portal. You can also call JK Grievance Cell at for support.

@complainthub I had been submitted a complaint on jk ACB WhatsApp number bearing 7796469 regarding the Fraud mutation of a migrant land by local land graber and the passage to other farmers too there after communicated with jk ACB contact number regarding the status of the complaint a letter was forwarded to Anantnag ADC for verification and report before a month but till date there could not find any process how can get the proper view and action of it.
Dear @Fayaz
You’ve already done the right thing by filing with JK ACB and confirming that a letter was sent to ADC Anantnag for verification. To get a clear view of action taken, follow these steps:
- Call/write to ADC Anantnag office, quoting ACB file no. 7796469 and date of ACB’s letter, and ask for the current status of verification and site inspection report.
- Simultaneously, check your complaint status on JK ACB grievance portal (Existing Grievance) using your mobile number and grievance/file number.
- If there is still no movement after a reasonable period (around 30-45 days from the letter to ADC), lodge a public grievance on JK-SAMADHAN/JK-IGRAMS portal against “Deputy Commissioner/ADC Anantnag - Revenue Department”, clearly mentioning that the matter was referred by ACB with file no. 7796469 and no verification report has been submitted yet.
- You may also call the JK Grievance Cell helpline (Kashmir) for follow-up and to ensure the DC/ADC office responds within the prescribed time.
- Keep copies/screenshots of: ACB WhatsApp receipt, any ACB communication about the letter to ADC, and photographs/revenue extracts showing fraudulent mutation and blocked passage; attach these with your JK-SAMADHAN grievance.

@complainthub unfortunately the complaint submitted on jk ACB WhatsApp number with bearing number can’t be checked on jkacb grievance portal
@Fayaz after 3 months long period of submitted the complaint regarding the fraud mutation done by the migrant land graber in lieu of agrarian reforms act under section 4 and 8 getting the report of concerned patwari halqa of village Akingam Tehsil kokernag District Anantnag reveals the proper justification of mutation merely only the current jamabandi and girdawari which surely on the name held of fraudsters unfortunately lacked the report where the parameters of agrarian reforms act should had been followed just like entitled the tenants name on 1971 khasra girdawari fortunately on the said date the actual cultivators of the said land were actual owners not only that the total revenue records including girdawari and jamabandi were on the name of migrant land owner in conclusion the report totally lacks the transparency now which is complete hazardous to other proper land holders who firmly believe on the legal registration of their land now I am quite apprised against the said report requests what can I do
Dear @Fayaz,
Since the Patwari’s report on the fraudulent mutation in Akingam lacks agrarian reforms parameters and transparency, you should:
- File a detailed written objection before Tehsildar/Assistant Commissioner (Revenue) Anantnag, enclosing copies of old girdawari (around 1971), jamabandi, and the Patwari report, and seek a fresh spot verification with independent witnesses and reference to Sections 4 and 8 of the J&K Agrarian Reforms Act.
- Request cancellation/revision of the disputed mutation under relevant revenue provisions, specifically pointing out that actual cultivators and ownership records never changed from the migrant owner at the relevant time.
- Simultaneously, submit a grievance on JK-SAMADHAN/JK-IGRAMS portal against DC/ADC Anantnag (Revenue) mentioning your ACB file reference and attaching the Patwari report to highlight non‑application of Agrarian Reforms criteria.
- If no corrective action is taken in a reasonable time, consult a local revenue/civil lawyer and consider filing a writ petition before the High Court of J&K and Ladakh seeking quashing of the fraudulent mutation, direction for proper inquiry as per the Agrarian Reforms Act, and protection of access for other lawful landholders.

@complainthub As I am not a legal land holder of the said land, main reason behind is the fighting against the menace of corruption, fraud and forgery of revenue records on other hand if I buy a piece of land in personaly feel about the registration process I don’t thinks about the tax which retents a main burden for these migrant land grabers in reciprocal they got the every security of it .the only behind it was the acess to our lands which were blocked by these migrant land grabers so please suggests me a good way which already given by the revenue authority
Dear @Fayaz
Even without legal title, revenue authorities in J&K recognize customary access rights blocked by migrant land grabbers’ encroachments and fraud mutations.

Follow their prescribed way: Apply to Tehsildar/SDM for spot demarcation/inspection (attach photos, prior findings); request path restoration and mutation corrections via JK Samadhan (samadhan.jk.gov.in, helpline 1905/18005722327).
File RTI (rtionline.jk.gov.in) for records; escalate to DC/ACB (18001807152) for forgery probe; Further you can seek CrPC 133 order from the court if needed.
