Reactivate the vi number

Dear Appellate Authority,
I respectfully request your kind intervention regarding my former Vi (formerly Vodafone) prepaid mobile number 89XXXXXX26 belonging to the Tamil Nadu/Chennai circle.
I was the original subscriber of this number. Unfortunately, I lost the SIM approximately 10 years ago and, due to unavoidable circumstances, I could not obtain a replacement at that time.
This mobile number holds immense personal and sentimental value for me. To the best of my knowledge, it is not currently being used by any subscriber. Therefore, I sincerely request your team to conduct a special review to determine whether the number is available in Vi’s inventory.
If the number has not been allotted to another customer and can legally be reissued, I humbly request that it be allotted to me after completing all mandatory KYC formalities and payment of the applicable charges.
I fully understand that Vi must comply with TRAI regulations and internal allocation policies. Nevertheless, I request that my case be considered as a special exception because I am the original owner of this number and have a genuine desire to recover it.
If the number cannot be reissued, I kindly request a written confirmation of its current status and the reason why it cannot be allotted.
I would be grateful for your support and a favorable consideration of my request. I am ready to visit any Vi Store and submit any documents required to complete the process.
Thank you for your time and assistance.

Yours faithfully,
Manjula M

Dear @Manjula,

It is completely understandable that you want to recover a mobile number that holds immense sentimental value. However, before you send this letter to the Vi Appellate Authority, we need to adjust your approach based on how telecom regulations actually work in India.

Here is the factual reality of your situation and why sending this specific draft will result in an immediate rejection:

The Role of the Appellate Authority
The Appellate Authority is a statutory escalation desk strictly meant for resolving active, unresolved service grievances (like billing disputes or network failures). They do not have access to SIM inventory and do not handle sales requests. If you send this to them, they will immediately close the ticket as “Out of Purview.”

TRAI Deactivation Rules
In India, consumers do not actually “own” their mobile numbers; they lease them. Under strict guidelines set by the Telecom Regulatory Authority of India (TRAI), any prepaid number that remains inactive (no recharge, no outgoing calls, no data usage) for 90 days is permanently disconnected. After a mandatory quarantine period, the number is automatically pushed back into the general pool and re-issued to a new customer.

Because 10 years have passed, Vi cannot make a “special exception” for you as the original subscriber. Telecom companies do not maintain historical claim rights on deactivated numbers.

To actually find out if you can get this number back, you must take a practical, inventory-based approach rather than a legal one:

Perform the Ring Test:
Call the number from your current phone. If it rings, or if someone answers, the number is legally allocated to a new subscriber. Vi cannot and will not cancel an active subscriber’s connection to give it back to you. If this is the case, the number is gone.

Listen to the Network Message:
If the call does not connect, listen closely to the automated operator message. If it says “Switched Off” or “Out of Coverage Area,” it is still owned by someone. If it says “Invalid Number” or “Does not exist,” there is a chance it is sitting dormant in Vi’s general inventory pool.

Visit a Vi Company Store:
If the number appears to be invalid/dormant, do not send emails. Visit a main Vi Company Store (not a small third-party mobile repair shop). Ask the store manager to search for your specific number in their CYN (Choose Your Number) database. If it is sitting in the available pool, you can simply purchase it over the counter as a new connection.
