Dear @glenn
To address the persistent vibrations in your apartment, first submit a formal written request for repairs to your landlord via certified mail to document the issue legally. Since SMUD found no external faults, contact City of Sacramento Code Enforcement by calling 311 or visiting the Sacramento City 311 website to report a habitability concern regarding mechanical or structural noise.
You may also reach out to the Sacramento County Environmental Management Department at (916) 875-8440 for a vibration assessment. If management continues to ignore the problem, escalate your complaint to the California Department of Consumer Affairs or the Sacramento Tenants Union for legal guidance and mediation.
