Dear @chandraannie
Your application for Vinnarasi Chandrakumar’s passport, accompanied by alternative documents for police verification due to unavailability of a birth certificate, is valid as per government guidelines for those born at home. Ensure you have provided a notarized affidavit explaining the circumstances of non-issuance of the birth certificate, along with all supporting documents (Aadhar, PAN, school certificates, and residential proof).
If the passport office requests further clarification, submit a self-declaration affidavit and seek assistance from the local Passport Seva Kendra. If rejected, escalate the matter through the Passport Grievance Portal (passportindia.gov.in/).
Further, you can lodge a public grievance through the CPGRAMS portal. Know, How to file public grievance about central government offices to CPGRAMS?
