It is indeed illegal for schools, whether CBSE-affiliated or under state guidelines, to withhold admit cards over unpaid fees. You have the right to appear for board exams, and this practice violates education laws.

As per the Fundamental Right to Education (Article 21A), you have a right to education up to the age of 18, and no child should be denied an opportunity to appear in the examination due to financial reasons​.

Take these steps for resolution:

  1. Write to the Principal: Submit a written request for your admit card, citing your right to education and applicable regulations.

  1. Contact the District Education Officer (DEO): File a formal complaint with evidence of refusal for the admit card through the state public grievance portal Jansunwai UP.   2. Approach the State Education Board or CBSE: You can also contact the regional CBSE office at Prayagraj (Allahabad) Region:
