In J&K, the authorised department for issuing migrant (migration) certificates for Kashmiri migrants and displaced persons is the Office of the Relief & Rehabilitation Commissioner (Migrants), J&K (DMRRR), functioning through its online portal and camp offices in Jammu/Srinagar.​

Typical documents required when applying for a migrant/migration certificate (job/education purpose) include:​

  • Existing migrant registration certificate or proof of registration as a migrant/displaced person (if already registered).
  • Permanent Resident / domicile-related proof of J&K, if available.
  • Proof of present residence (Aadhaar, ration card, voter ID, electricity bill, etc.).
  • ID proof and recent photographs.
  • Any supporting orders/letters showing you or your family are treated as migrants by a competent authority (Relief Commissioner, DC, etc.).

If the office refuses to accept your application or delays unreasonably, you may:

  • File a grievance on JK-IGRAMS (jkgrievance.in) choosing Department “DMRRR / Relief & Rehabilitation (Migrants)”.​
  • If still unresolved, escalate to the Lieutenant Governor’s Grievance Cell through the same portal.​
