How will Delhi's digital platform MedLEaPR improve medico-legal processes?

On May 5, 2025, Delhi’s Chief Minister Rekha Gupta inaugurated MedLEaPR (Medical Legal Examination and Post-Mortem Reporting), a secure digital platform built by the National Informatics Centre to replace handwritten medico-legal case (MLC) and post-mortem report (PMR) documentation across the capital’s health facilities. Key features include:

  • Real-time electronic submission of MLCs and PMRs, eliminating manual paperwork and reducing errors
  • Centralized, encrypted database with role-based access control so only authorized clinicians, forensic experts, investigators, and legal officers can view or upload records
  • Comprehensive audit trail, logging every action for transparency and accountability
  • Integration with CCTNS/ICJS, enabling seamless data sharing among hospitals, police stations, forensic labs, and courts

Privacy & Security Implications for Adolescent Records

  1. Enhanced Confidentiality
    Role-based controls ensure that sensitive adolescent information—such as sexual- or mental-health assessments—is accessible only to credentialed medical and legal staff.

  2. Data Minimization & Consent
    For minors (ages 10–19), the system can require documented parental or guardian consent before certain records are uploaded or shared, in line with best practices for processing children’s data.

  3. Auditability & Breach Response
    Detailed logs make it easy to detect and investigate any unauthorized access attempts. Incident-response protocols (automatic user lock-outs, notifications to data-protection officers) further strengthen security.


Training & Resource Rollout

To ensure MedLEaPR is adopted smoothly, the Delhi government and NIC have rolled out:
