Refund delay for flat G-0104, Verona Heights, No response from authorities

I have been regularly enquiring about refund of Deposits for our flat G-0104 VERONA HEIGHTS booked in 2012 through email, registered letters and paid personal visits to office but don’t get any reply from the authorities. Even when give a telephone call the answer is it is out of order. I don’t know why authorities are so arrogant and irresponsible and careless where as in modern age email is the most important tool of self evaluation and feedback. I AND MY husband are more than 70 years old and it is not possible to make visit to the office regularly. Even visit pay no reward under excuse of being very busy.
