To raise a complain against a school, money froud

Hi, My name is Amit Das, and I wanted to raise a complain against a school, money froud, during the enquiry for a seat for my son, they have collected the fee and informed us that it’s refundable. but now, there is responce from management and staff.i have supporting mails. management has agreed to return the amount.
Could you please suggest me how to raise a complain against the school management.
