No, the police cannot charge fines to passengers at a railway station. The Railway Protection Force (RPF) is responsible for enforcing rules and regulations at railway stations. If a passenger violates any rule, the RPF can only issue a fine at the police station of the respective railway station. This fine will be accompanied by a receipt.
For travelling without a ticket, only the Ticket Checker (TT) has the authority to fine the passengers.
