Can I do a formal complaint against a RTO Agent for fraud?

I had paid 15k to a RTO agent to be able to get new FC & transfer of RC for my bike.
He had committed it would be done in a few days.
Its been more than a year now, and now he says, its not possible.
When I am asking the money back, he is just giving excuses for more than 3months now.
How can I get this resolved?

To resolve your pending FC renewal and RC transfer, first send the RTO agent a formal written notice (email or registered post) demanding refund of ₹15,000 within 7 days, attaching your payment proof and agreement. Next, lodge a grievance at your local RTO office’s consumer help desk or online transport portal with all documentation.

You can also lodge a public grievance through the state public grievance portal.

If the agent still refuses, file a complaint with your State Consumer Helpline or in the District Consumer Disputes Redressal Commission for recovery and damages.
