My agricultural were in mid located infornt of us were the land of kasmiri pandit whome they were migrated from valley at early nintees unfortunately the same land was posted by local land graber by the will or not by kashmiri pandit most shocking truth were that local graber were not take legal process of land registrations he will take the way of fraud and record tempering like his mutation of the said were not properly attested lacking number date on the mutation part under mutation section 4 and 8 of agrarian reforms 1976 however the extracts of revenue records like khara girdawari and jamabandi of the mentioned land were on registered with the kashmiri till 2000 later on after that local graber changes the whole record with the passage of he take the resilient effort of covering the boundaries of the said land up on whome were resisted asked him not to do where the mid land holders going were they can use the path then he forcibly attacked on us ultimately in 2022,2022 I submitted online grievance on LG portal were the proper introspection were done by the revenue authorities they founded the wrong doings of the local land graber evicted iron gate which he installed and restore the path for us immediately the local land graber attended the court gets the status quo of particular land which he fraudly possessed in feb. 2023 then case were going in 2024 he presented his agression violates the courts satis quo which he himself implanted on the said land later I shared the same happening with my advocate he gets the implementation order which he totally refused late on he will attend the court nor his advocate finally the case will dispose off by the worthy with uncontested and express the order of dismiss with default now I kindly wish to what effective and appropriate step did I take kindly suggest me

With profound respect, the applicant brings the following urgent facts to your kind notice regarding the blatant insubordination and deliberate concealment of official records by the lower revenue officials of Tehsil Kokernag:

  1. That your good office, vide the referenced Letter No. DCA/DVO/25-26/P/391 dated 21.11.2025, had taken serious note of the ACB complaint regarding fraudulent mutations done by migrant land grabbers bypassing the Agrarian Reforms Act, 1976. Your office had explicitly directed the SDM Kokernag to examine the matter and submit a “detailed fact-finding report” at the earliest.
  2. That it has been several months since the issuance of the said directive, yet the subordinate revenue machinery, specifically the Patwari Halqa Akingam and the Naib Tehsildar, have deliberately stalled the file to shield the illegal beneficiaries (Gulzar Ahmad Bakshi and Zahoor Ahmad Bakshi).
  3. That instead of conducting a genuine fact-finding inquiry into how the foundational mutation under the Agrarian Reforms Act, 1976 was executed without jurisdiction or due process, the Patwari is attempting to subvert the inquiry. The Patwari is relying merely on recent Girdawari/Jamabandi extracts of 2017-18 and vague statements like the mutation was “done very earlier.”
  4. That the Patwari is intentionally hiding the specific parameters, date, mutation number, and the original Parat Sarkar (Mutation Register) of the alleged Agrarian Reforms Act mutation, because producing it would instantly expose the fraud and the tampering of records.
  5. That this deliberate delay and suppression of the root documents by the Patwari is a direct attempt to frustrate the mandate of your good office, deny justice to the aggrieved farmers, and allow the continuous illegal blockage of the common agricultural pathway in Khasra No. 430.

PRAYER

In light of the above submissions, it is most respectfully prayed that your good office may be pleased to:

A. Summon the inquiry file directly from the office of the SDM/Naib Tehsildar Kokernag to your own office to prevent further tampering and delay.

B. Issue a strict directive compelling the Patwari Halqa Akingam to immediately produce the original foundational Mutation Register (Parat Sarkar) showing the exact attestation order passed under the Agrarian Reforms Act for Khasra No. 430.

C. Initiate appropriate disciplinary/vigilance action against the concerned subordinate officials for insubordination, dereliction of duty, and deliberate suppression of facts in a pending ACB-referred inquiry.
