One person took money from me and not returned back

Respected sir,
Myself, Musaib Shaikh , a resident for Solapur district in Maharashtra, would like to register a complaint on Mr. Faisal Sadar for taking Rs.75000 from me for registering and assisting in Nebosh exam in January 2023.
I have paid him in 2 installments and there was no response after that. I have whatsapp chats which I can provide. Upon asking him, he is threatening me and saying you can go to the police and do whatever you want.
I am working in Kuwait for oil and gas job and sending money to my family monthly. This fraud person took money and did not conduct nor did he register me for the said examination. I need your help to get back my amount which I earned by hardwork and my family needs it. I would be grateful if you look into this matter. I believe in law and police department.

I have attached information of the person who deceived me.
