Dear @Thasleema_Rafick

As per your case “On February 2, 2025, you and your family were traveling on a bus from Mettupalayam to Ooty, intending to reach Black Thunder. Despite the bus having plenty of empty seats, the conductor refused to let you sit and insulted three women in your family by raising his voice, using disrespectful language, and making offensive remarks. Additionally, even though you were traveling with three babies, the conductor forcefully removed you from the bus midway, leaving you stranded and forcing you to take another bus to reach your destination.”

This act amounts to harassment of women and children, abuse of power by a public transport official, and wrongful denial of service. Given the seriousness of the incident, you can take legal action against the bus conductor and the transport department. To raise your concerns, you may follow these instructions:

1. File a Complaint with the State Transport Authority (TNSTC)

Since this is a Tamil Nadu State Transport Corporation (TNSTC) bus, you should first file a formal complaint with the Transport Department. You can do this by:

  • Visiting the nearest TNSTC office and submitting a written complaint.
  • Calling the TNSTC grievance helpline number 18005991500.
  • Emailing your complaint to the official transport authority of Tamil Nadu.
  • To lodge an online complaint through the grievance portal, follow these instructions:

Your complaint should include:

  • Bus number: TN 43 N-1004
  • Date & time of the incident: February 2, 2025
  • Details of misconduct: Insulting and harassing women, refusing seating, and forcefully removing passengers.
  • Any witnesses: If any other passengers saw the incident, mention them.
  • Photos/videos (if available): Any proof of the incident can strengthen your complaint.

This complaint may lead to a disciplinary inquiry against the conductor and potential suspension or termination from service.

2. File a Police Complaint (FIR) for Harassment Under BNS, 2023

Since the conductor verbally abused, disrespected women, and mistreated children, this constitutes harassment under the Bharatiya Nyaya Sanhita (BNS), 2023. The relevant sections include:

  • Section 74Assault or use of criminal force to a woman with intent to outrage her modesty.
  • Section 79Word, gesture, or act intended to insult the modesty of a woman.
  • Section 126Wrongful restraint (forcing you off the bus).

Visit the nearest police station (Mettupalayam or Ooty) and file an FIR against the bus conductor. Make sure to mention that you were traveling with children and were left stranded, which increases the severity of the offense. If the police refuse to register your complaint, escalate the matter to the Superintendent of Police (SP) or file a complaint online through the Tamil Nadu police portal.

3. File a Petition with the State Women’s Commission

Since this incident involved the harassment and public humiliation of women, you can also file a complaint with the Tamil Nadu State Commission for Women. This organization takes strict action against cases of public harassment and misconduct. You can:

The Commission may summon the transport officials and ensure disciplinary action is taken.
