High Earth To Neutral Voltage but my electricity company is not responding

i live in pryagraj,recently installed earth in my home and while checking the voltage between earth and neutral it results around 60-65v ideally it should be between 0-5v.
I have complained about it but the line man after visiting said that he has no knowledge and equipment to resolve the problem.Later i mailed all the upper authorities in PUVVNL but non of them responded,its been 10 days and no one responded on he mail
Because of the problem my motherboard is getting faulty, the motherboard company said the earth to neutral should be 3v ,who will pay for my loss?

If your earth-to-neutral voltage is 60-65V (it should be 0-5V) and PUVVNL isn’t responding, try this:

  1. File Complaint Again: Go to Contact Us | Official Website of Purvanchal Vidyut Vitaran Nigam Limited, Varanasi, India and register your complaint with proof (emails, earlier complaint).

  2. Contact UPPCL: Call 1912 or complain at https://www.uppcl.org.

  3. Legal Action: If no response, file a consumer complaint for damage to your motherboard.

  4. Voltage Test: Get a licensed electrician to check the earthing and neutral. Share the company’s requirement (3V max).
