If you have complaints about government offices (municipal corporation, Nagar Parishad (block), gram panchayats, collectorate, police, food and civil supplies, etc.), departments, and ministries of Bihar, lodge an online public grievance to the Appellate Authority of respective departments through the “Bihar Lok Shikayat - Public Grievance Redressal System (PGRS)” portal of the government of Bihar.
You can complain about government schemes, demand new civic services (hospitals, public places, schools/colleges, drainage/bridges, roads, etc.), corrupt practices or misuse of power by officials/employees, and other disputes (agriculture schemes/subsidy, land/revenue, public transit, public works, ration cards, etc.).
Note: To register your public grievance, you can call at the toll-free CM helpline number 18003456284 and talk to the representatives for the Lok Shikayat (Public Grievance System). Additionally, you may email your grievance at info-lokshikayat-bih@gov.in.
Steps to file an online complaint:
- Visit the Bihar Lok Shikayat portal (lokshikayat.bihar.gov.in)
- Click “Register a new complaint” to open the online complaint form.
- Enter your name and mobile number, and verify with OTP.
- Fill in the online grievance form with all necessary details (complainant details, complaint description, department, supporting documents, etc.).
- Submit the form.
Finally, note down your Grievance/Reference ID for tracking and future appeals. If not resolved, re-visit the grievance portal, click “File First/Second Appeal” and provide the original complaint/reference ID to open the online appeal form. Finally, fill out the appeal form and submit it.

If your grievance is not resolved, escalate it by appealing to higher authorities. The levels of escalation are:
- Designated Officer (government office/department)
- First Appellate Officer (Public Grievance Officer).
- Second Appellate Officer (Head of the Department).
- Chief Minister’s Office, Bihar
