Harassment -BSES Rajdhani Power Ltd- Application no ( Old- 8007331463 & New -8007419119)

I am writing to formally address the harassment I have experienced from the BSES Rajdhani Power Ltd. Najafgarh team concerning my new meter connection applications (numbers 8007331463 and 8007419119).

I submitted my initial application on December 5, 2024, and since then, I have repeatedly faced unnecessary deficiencies raised against both applications. Despite my timely resolution of all indicated issues, the field officer has consistently raised new deficiencies. The last issue noted for application 8007331463 on December 30, 2024, stated, “Augmentation of distribution transformer is under review.” I was informed that the BSES team would notify me regarding the next steps.

Regrettably, the required augmentation team failed to visit, and my application was cancelled automatically without my consent. This cancellation appears to be a failure on BSES’s part, especially when my neighbor was allotted two meters on the same day without deficiencies.

I wish to bring to your attention further complications regarding my meter application (008007331463) submitted on January 20, 2025. During the site visit on January 21, 2025, I was informed by BSES office staff that without paying a bribe, your request would not be processed.

Subsequently, I received an unnecessary deficiency notice stating “ELCB Installation & Surrender Existing Meter Request.” When I inquired about the necessity of an ELCB for a 1 kW meter, I received no response. I uploaded the ELCB and the request for the surrender of the temporary meter on January 27, 2025, to facilitate further processing. However, yet again, I was notified of a deficiency regarding “Technical Feasibility - Kindly submit application for surrender of existing meter.”

On February 10, 2025, I visited the BSES office in Najafgarh and was informed that my request to surrender the temporary meter had been closed. I was advised to reopen the request, which I did on the same day, receiving new surrender temporary request number (1036666176) attached for your reference. However, I am still facing further issues.

In last three months, I have visited all most 10 to 15 times at Najafgarh BSES office and they treat us very badly., Now 21st Jan 2025, the same application will again automatically cancelled, and I request you to look into this issue. if permanent meter will install only with Bribe, then I am ready now because of that I have already taken leave from office many time as result myself has loss finically and mentally.

One more thing, I have officially written email to Mr. ‘Taranjeet & Dharmaraj regarding status of application no (8007331463) but I am sure that they don’t have time to response on it. I am attaching all the corresponding mail & Supporting mail for your reference and expecting positive response on it.

I urge you to investigate this matter promptly and ensure that appropriate actions are taken to process my applications without further harassment or unnecessary delays.

Electricity Ombudsman:

If BSES fails to respond within the stipulated period (30 days), escalate your complaint to the Electricity Ombudsman for Delhi, which handles unresolved complaints from distribution companies.

Consumer Protection Act, 2019:

Under Section 34 of the Consumer Protection Act, 2019, you can approach the District Consumer Disputes Redressal Commission or the National Consumer Helpline (NCH) for redressal, claiming compensation for financial losses, mental harassment, and deficiency in service​.

Legal Recourse (Anti-Corruption): Since you have mentioned the demand for bribes, you can file a complaint with the Vigilance Department or Delhi Anti-Corruption Bureau (ACB). Corruption by public servants is a punishable offense under Bharatiya Nyaya Sanhita (BNS), 2023, Chapter XII, Sections 198 onwards​.
